天兔颱風將減弱為中度颱風西行，關島附近海面新形成颱風「帕布」則往日本方向前進，預計明(22)日早上解除陸上颱風警報。此外，台東縣大武鄉、金峰鄉、達仁鄉、蘭嶼鄉等4鄉鎮宣布明天停止上班上課。
據氣象局資料顯示，天兔颱風目前中心在鵝鑾鼻西南方海面，向西北西轉西移動，暴風圈仍籠罩恆春半島、臺灣東部、東南部及中南部陸地，各地風雨持續中。天兔颱風在21日下午5時30分強度減弱為中度颱風，最快明天清晨到上午將解除陸上警報。
據行政院人事行政總處網頁宣布，台東縣明天正常上班上課，蘭嶼鄉、大武鄉、金峰鄉、達仁鄉已達停止上班及上課標準，明日停班停課。稍早金門縣已宣布今天晚上停止上班上課。
受強颱天兔影響，台9線南迴公路部分路段出現土石流，造成道路封閉。公路總局表示，台東香蘭路段至屏東新路段多處坍方及土石流雖已搶通，但仍先行預警性封閉，預計明天早上點開放。
隨著美國與北韓的緊張情勢逐漸升高，日本首相安倍晉三今(13)日在參議院外交防衛委員會表示，北韓可能早就具有發射裝載沙林毒氣的飛彈能力。
在上周「川習會」前，北韓朝日本海附近海域發射飛彈，驚動美日等國的安全疑慮。有鑑於此，美國將核子動力航艦「卡爾文森號」(Carl Vinson)開往東北亞海域。美國此舉更觸動到北韓的敏感神經，北韓領導人金正恩誓言美國若有任何進一步舉動，將以核彈還擊。
東北亞這樣緊張的情勢，加上敘利亞疑似遭神經毒劑沙林攻擊。對此，日本首相安倍表示，北韓可能早有能力將沙林毒氣（Sarin）裝載在彈道飛彈的彈頭。他強調，北韓的核武與彈道飛彈能力一直在提升，這是新的威脅，一定要實現朝鮮半島非核化這個目標。為此日本會與美國保持密切合作，對北韓施壓。
本月15日是北韓重要的「太陽日」，北韓可能會以飛彈試射的活動，來向外界宣示其抵抗決心，這可能讓東北亞情勢更加嚴峻。
